This applies to NQDC plans when the deferred amount is credited at a specific or standard rate of interest (e.g. prime rate, Moody's, 5-year Treasury bond rate). This is called a fixed crediting rate. While that was the common approach in the past, now many plans offer a menu of investment choices, as in a 401(k), and that can be called a variable equity crediting rate.
